From April 6, medium-sized businesses will be responsible for deciding if IR35 applies to contractors who provide their services through their own limited company or another type of intermediary.
The rules are intended to make sure that contractors pay broadly the same tax and National Insurance contributions as employees. HMRC expects to raise £1.2bn per year through the new measure.
Mr Anfield said: “IR35 will allow HMRC to reclassify one-man limited companies as ‘employees’, charging their clients for the PAYE taxes they will say should have been paid.
“IR35 comes into force soon so now is a good time for firms to get to grips with their liabilities over consultants and contractors."
